Is in charge of:
- formation and execution of cost estimates for the Administration;
- observance of legality and maintenance of public order;
- area defense;
- international relations;
- selection and placement of managerial personnel and personnel of the Administration;
- observance of legality in the sphere of protection of state secrets.
