In July 1, 1974 on the basis of the Minsk City Council of Deputies decision of 30.05.1974, No188 and the order of the Ministry of Internal Affairs of the BSSR of 28.02.1974 No63 there was created Specialized section for the installation, operation and introduction of technical means of traffic control.

On 01.01.1980, by order of the Head of the Department of Internal Affairs of 13.12.1979 No279, the Specialized installation section for the introduction of technical means traffic control of the City Motor Vehicle Inspection Unit of the Department of Internal Affairs of Minsk City Executive Committee was reorganized into Specialized Installation and Operation Department of the City Motor Vehicle Inspection Unit of the Department of Internal Affairs of Minsk City Executive Committee.

By order of the Head of the Department of Internal Affairs of 14.08.1991 No19 Specialized Installation and Operation Department of the City Motor Vehicle Inspection Unit of the Department of Internal Affairs of Minsk City Executive Committee was reorganized into Specialized Installation and Operation Enterprise of the City Motor Vehicle Inspection Unit of the Department of Internal Affairs of Minsk City Executive Committee.

By Minsk City Executive Committee decision of 07.04.1997 No300 Specialized Installation and Operation Enterprise of the City Motor Vehicle Inspection Unit of the Department of Internal Affairs of Minsk City Executive Committee was reorganized into Specialized Installation and Operation Enterprise of the Administration of the City Motor Vehicle Inspection Unit of the Department of Internal Affairs of Minsk City Executive Committee.

By Minsk City Executive Committee decision of 09.02.2001 No151 Specialized Installation and Operation Enterprise of the Administration of the City Motor Vehicle Inspection Unit of the Department of Internal Affairs of Minsk City Executive Committee was reorganized into State Unitary Specialized Installation and Operation Enterprise of the Administration of the City Motor Vehicle Inspection Unit of the Department of Internal Affairs of Minsk City Executive Committee.

By Minsk City Executive Committee decision of 17.11.2005 No2026 State Unitary Specialized Installation and Operation Enterprise of the Administration of the City Motor Vehicle Inspection Unit of the Department of Internal Affairs of Minsk City Executive Committee was reorganized into Municipal Unitary Enterprise “Specialized Installation and Operation Enterprise of Minsk City Executive Committee”.

The city of Minsk was the second city in the USSR in which in 1982 they designed and introduced the first stage of “Gorod M1” system in Gorky Street. After the introduction of the first stage of the system economy of material resources made up about 30%, which improved traffic safety and decreased the time-span of vehicles en route.

As a result of work in 1981 the enterprise took the first place in All-Union socialist emulation, and in 1988 – in All-Belarusian socialist emulation. In 1987 “Signal” automated traffic control system was commissioned. It was a microprocessor-controlled system. In 1999 they went over to electronic control system.

To implement route orientation schemes (the concept of transit and urban transportation, approved by Minsk City Executive Committee) they install new information signs to prevent traffic accidents. To implement plans for energy saving tube traffic lights are replaced by LED traffic lights. In addition, traffic control devices with the expired term of service are replaced by new ones.

For the 35 years of the existence of the enterprise equipment of the city with traffic control technical means has increased by several times. Thus, the number of traffic signs installed in the city has increased 14-fold (from 3.500 to 49.000 pieces), traffic light objects – almost 7-fold (from 65 pieces to 448 pieces). The automated traffic control system includes 254 traffic lights. Every year over 180.000 m2 of road marking is applied on the road network of the city, of which 6.500 m2 are plastic ones.

The average number of people employed at the enterprise is 200 people.
