Administrative Department of Minsk City Executive Committee is its structural unit that regulates and implements the state policy in the field of document management, mobilization training within the city of Minsk, protocol and organizational support to the international contacts of the authorities of the Minsk City Executive Committee with representatives of foreign governments and international organizations.

The major tasks of the Administrative Department are:
  • to provide information and analytical, organizational and technical support to activities held with the participation of the Chairman of the Minsk City Executive Committee;
  • to carry out systematic monitoring and analysis of the documentation management system in the Minsk City Executive Committee, its structural units and district administrations of Minsk;
  • to coordinate work and provide methodological support for the formation and implementation of a unified documentation management system with the use of modern information technology for the preparation, transmission and processing of information in the structural units of the Minsk City Executive Committee and district administrations of Minsk;
  • to coordinate work and provide methodological support to the structural units of the Minsk City Executive Committee, Minsk city district administrations and organizations whose property is owned by the city of Minsk in the preparation of draft legal acts of the Minsk City Executive Committee and to oversee the execution of the instructions contained in them, their timely submission for consideration by the authorities of the Minsk City Executive Committee;
  • to provide organizational, methodological and technical support for holding the sittings of the Minsk City Executive Committee;
  • to keep and use documents on staff and documents that are liable to permanent keeping prior to their transfer to state custody;
  • to organize planning of activities for economic mobilization and deployment of Minsk territorial and civil defense;
  • to ensure the protection of state secrets in the office of the Minsk City Executive Committee, its structural units and district administrations of Minsk;
  • to cooperate with the Ministry of Emergency Situations of the Republic of Belarus in the event of civil defense activities;
  • to provide protocol and organizational support to the international contacts of the Minsk City Executive Committee authorities with representatives of foreign government organizations and agencies;
  • to promote working contacts with the diplomatic missions accredited to the Republic of Belarus, and the institutions and organizations representing the Republic of Belarus abroad in accordance with the international practice of protocol;
  • ensuring the rule of law at the conclusion and performance of contracts entered into by the Minsk City Executive Committee (contracts for the purchase of cars, furniture, office equipment, spare parts for them and for their maintenance, for the manufacture of printing products, the provision of services in the field of computer technology and other similar economic instruments aimed for technical maintenance and operation of the Minsk City Executive Committee, general overhaul and routine repair of buildings, office equipment, facilities and appliances, etc.; leases, contracts for free use and provision of public services; contracts connected with the reception of delegations and holding of city events);
  • to participate in the protection of property rights and legal interests in the performance of contracts entered into by the Minsk City Executive Committee.
  • to provide economic and technical support for the activities of the Minsk City Executive Committee, upkeep and maintenance of buildings and structures that are in the operational management of the Minsk City Executive Committee.
