Minsk City Executive Committee

Municipal Unitary Enterprise “Minsk Research Institute of Socio-economic Problems” was set up as a result of reorganization of the institution ‘Minsk Research Institute of Socio-economic and Political Problems’ registered by the Minsk City Executive Committee decision of October 26, 2000 No 1207 in the single state register under the number of 100581934 and is its legal successor. The founder of the Institute is the Minsk City Executive Committee.

The Institute has state ownership, its assets are in communal property of the city of Minsk, and the owner’s rights are carried by the Minsk City Council of Deputies in person of the Minsk City Executive Committee. The Institute operates on principles of cost accounting and self-financing. It is a legal entity. It has its own balance, settlement and other accounts in banking institutions, its seal with the picture of the State Emblem of the Republic of Belarus and the inscription of its name, stamps and forms, its own symbols and other details. In its activities the Institute is guided by the legislation of the Republic of Belarus, decisions of Minsk City Executive Committee and its own Charter.

The priority objectives of the Institute are monitoring, analysis and forecast of the socio-economic situation in the city of Minsk, scientific support to the municipal executive bodies, scientific substantiation of the decisions taken by the Minsk City Executive Committee, improvement of the level of management of municipal economy.

To achieve these objectives the Institute performs the following tasks:

• carries scientific research on the basis of economic agreements;
• conducts informational and analytical work, as well as scientific expertise of innovative developments in the economic and social spheres;
• draws up business development plans, business plans of investment projects, other business plans, plans of reorganization of enterprises, examines business plans;
• gathers, generalizes, systematizes and promotes achievements of local government theory and practice, advanced experience in world and domestic economy;
• provides consulting and methodological services to bodies of authority, businesses, organizations and institutions on social and economic issues;
• assists the Minsk City Executive Committee in the introduction of advanced management techniques and methods of managing the economy;
• examines factors that influence the social mood of the inhabitants of the city of Minsk, their standard of living, the realization of the people’s rights and freedoms, the consolidation of civil society forces;
• generates an information bank of innovations in the field of vocational training, employment efficiency and improvement of production management in the development of the Belarusian economic model;
• develops networking with educational institutions in sphere of retraining and upgrading of managerial personnel;
• develops promising ideas and recommendations for improvement of work of local government and administration;
• prepares and publishes scientific publications.

To implement its goals and objectives the Institute forms temporary research teams consisting of highly qualified scientists and dedicated specialists.
