a new hotel complex near the Belarus Hotel in Minsk (hereinafter - the hotel complex)
Description of the current situation
The design site with an area of 0.63 ha is situated in the central part of the city within the boundaries of Storozhovskaya str. - Masherov str. - Kommunisticheskaya str. - the River Svisloch and, from the side of Storozhovskaya str., is directly adjacent to the existing building of the Belarus Hotel. The building of the Republican Public Association "DOSAAF RB" which is located on the site, as well as the adjacent buildings are due to undergo complete disassembly.
From the South the site is adjacent to the "House of Moscow" building. From the North the territory is bounded by public gardens; on the eastern side of Storozhovskaya street there is a religious complex of the Russian Orthodox Church of St. Mary Magdaline as well as the territory of the bred baking plant.
On the adjacent area around the intersection of Masherov ave. and the River Svicloch they began the construction of the administrative building of the Belarusian Potash Company. From the western and southern sides of the existing hotel complex "Belarus", close to the bend of the River Svisloch, there are park and broadwalk areas. To the South of the "House of Moscow" building (86, Kommunisticheskaya str.) the building of "Moscow - Minsk" bank is located.
The main conditions of the contest
The land plot is provided to legal entities on a leasehold basis (if mutually approved -with the possibility of signing a concession contract).
Implementation of the investment project on the construction of a hotel complex (hereinafter - the investment project) requires the conclusion of the investment agreement between the investor and the Republic of Belarus (hereinafter - the investment agreement) on the terms and conditions determined by the Investment Code of the Republic of Belarus, the Presidential Decree of 06.08.2009 No 1910 "On the creation of additional conditions for investment activities in the Republic of Belarus" and other legislative acts.
After the conclusion of the investment agreement and its registration in the State Register of Investment Agreements with the Republic of Belarus, when the investment project is implemented, the investor is entitled to the following privileges and preferences:
- the construction of facilities, stipulated by the investment project, in parallel with the development, expertise and approval in due course of the necessary design and estimate documentation for each of the stages of the construction with the simultaneous design of subsequent phases of the construction;
- provision, without an auction for the right to lease, of a land plot of some definite size for the construction of facilities stipulated by the investment project (hereinafter - the land plot) along with drawing-up of documents required for the allotment of land in conjunction with the implementation of construction works;
- Exemption from:
- payment for the right to conclude a land lease agreement;
- compensation for loss of agricultural and (or) forestry production caused by the seizure of land for investment projects as well as compensation payments related to the transfer and clearing of green areas on the lands belonging to populated areas;
- payment of import duties and VAT (except for payment of VAT when importing goods into the territory of the Republic of Belarus from the territory of the Russian Federation) for import into the customs territory of the Republic of Belarus of equipment and its spare parts for the projects related to the implementation of the investment project;
- payment of state duties for granting permits for work in the Republic of Belarus to foreign citizens and stateless persons who participate in the implementation of the investment project; payment of state duties for granting permits to foreign citizens and stateless persons for their temporary residence in Belarus;
- payment of local budget target fees.
Bids with a total volume of investments amounting to not less than 70 million U.S. dollars are accepted for consideration.
Terms of design and construction
Design development and estimate documentation, including its approval and examination, - December 2011.
Phased construction of the project with completion of all the works - December 2013.
Basic requirements for the design
Design work must be carried out in keeping with the Regulations of the General Plan of Minsk and the adjacent area within the city prospective limits approved by the Presidential Decree of 05.05.2010 "On Amendments and Addenda to the Decree of the President of the Republic of Belarus of 23.04.2003 No 165" in conjunction with the prospect of building construction, transport and engineering infrastructure in the area adjacent to the hotel "Belarus" territories. When designing, All-European regulatory framework must be used.
The contest materials to be submitted should include a section on the conditions of the project implementation, the terms of construction and volume of investments.
The project can also include administrative and business offices, cultural, recreation and shopping facilities, which will increase socio-economic significance of the project, will make it more attractive for visitors and residents of the capital.
To elaborate a rational scheme of transport and pedestrian infrastructure with organization of the required number of parking spaces in conjunction with the existing urban road network.
To provide for the establishment of modern urban ensemble of buildings in conjunction with specific environments, including the reconstruction of the buildings of the hotel "Belarus", "House of Moscow", prospective placement of the building of the Belarusian Potash Company, the water-park green zone. Possibility of the formation of a single hotel complex, including the building to be reconstructed, can also be considered.
Architectural design must be performed at a high level, using advanced technical and aesthetic developments in the field and taking into account the importance of the city planning situation and actual visual-spatial perception. The height of the accentual part of the complex must be of 30 - 40 floors.
The materials to be submitted
The project materials are to be presented on two hard plates (size 1,0x1,4 m), in the A size album format and in electronic format.

Development plans scheme, Scale 1:400 - 1:500;
Developed views of the facades;
3-D visualization that shows the complex architectural design in conjunction with the adjacent urban environment from the main of spatial perception;
The main technical and economic indicators;
Explanatory note (in the album);
Layout (at the discretion of the competitors);
A section on the conditions of the project with the terms of construction, volume of investments per year;
Schedule of financing the design and construction of a hotel complex, including infrastructure of the engineering and transport facilities and the indication of the terms and sources of financing;
Reports on the financial and business activities of the investor, including annual reports for the last three years of its activities as well as for the reporting period of the this year.
Dates of the contest
The period of the contest: September - December 2010.

The winner of the contest is the party, the bid of which has advantages over the bids of other competitors, and the submitted documents comply with the conditions of the contest.
