21 December 2017 → Writer Nikolai Cherginets became an honorary citizen of Minsk

Writer Nikolai Cherginets has been awarded the title "Honorary Citizen of the City of Minsk". This decision was adopted at the session of the Minsk City Council of Deputies on December 21, the "Minsk-Novosti" Agency reports.

The initiative to award Nikolai Cherginets the title of Honorary Citizen of the City of Minsk was put forward by the public association "Union of Writers of Belarus" headed by the writer himself.

According to Irina Yanushevich, Head of the Department of Organizational and Personnel Work of the Minsk City Executive Committee, Nikolay Cherginets was born on October 17, 1937 in Minsk. He graduated from the Higher School of Trainers and the Faculty of Law of the Belarusian State University, Candidate of Legal Sciences. In the organs of internal affairs, he worked from lieutenant of militia to lieutenant-general of internal service. From 1984 to 1987 he performed international duty in Afghanistan. He worked as Head of the Criminal Investigation Department of the Ministry of Internal Affairs, Head of the Belarusian Department of Internal Affairs in Transport, Chairman of the Committee for Social Protection of Servicemen, War Veterans and Perpetuating the Memory of the Victims at the Council of Ministers of the Republic of Belarus. From 1996 to 2008 he was elected three times a member of the Council of the Republic of the National Assembly of the Republic of Belarus, headed the Standing Committee on International Affairs and National Security. In the period from 1988 to 2008 he represented our country in the UN.

He began his literary career in 1970. He is the author of more than 50 books, a number of screenplays and performances. His books have been translated into more than 15 languages of the world and some of them have been included in the list of the best works of the world.

For diverse achievements in the field of science and culture his name entered in the Guinness Book of Records in 1998. In 2005, for his outstanding contribution to the development of international relations as well as to fiction, Cambridge Bibliographic Center awarded N.I. Cherginets the title "International Professional of 2005". In 2008, for his outstanding contribution to the development of Belarus, the American Bibliographic Institute recognized him as the "Person of the Year". He has been laureate of various international prizes. He is a distinguished worker of culture of the Republic of Belarus.

N. Cherginets actively participated in the creation and strengthening of the Union State, in the development of legal acts of the CIS; he is the author of a number of international initiatives of the Republic of Belarus.

For his great services, he has been awarded two Orders of the Red Star, the Order of the Red Banner, the Order of Honor of the Republic of Belarus, the Order of the Fatherland of the III degree of the Republic of Belarus, the Orders of the Democratic Republic of Afghanistan "Red Flag" and "For Bravery", the Order of the Yugoslav Star of the II degree, the Order of St Cyril of Turov of the Belarusian Orthodox Church, the Order of the Cross of Saint Monk Euphrosyne of Polotsk, the Order of the Commonwealth of the inter-Parliamentary Assembly of the CIS member states.

Also, the deputies of the Minsk City Council decided to grant a privilege to pay income tax in 2918 to citizens who have been awarded the title "Honorary Citizen of the City of Minsk".

"Today there are 8 honorable citizens living in Minsk, and two citizens live outside the city", said Igor Rusakevich, Chairman of the Standing Committee of the Council for Economic Development, Finance and Budget of the Minsk City Council. "Those who are living in Minsk are provided with an annual payment of 150 basic units. No income tax is paid from this amount. Honourable citizens who visit Minsk once a year are provided with compensation for travel, food and accommodation expenses in the capital. Income tax from these costs isn't paid either".
